YSR Congress party Chief YS Jagan Mohan Reddy could not bear to see the conditions of the farmers of Andhra Pradesh as half of the Mandals in the state are under droughts. Even where crops grown MSP offered is never satisfactory.

After listening patiently to such incidents from farmers and common men YS Jagan Mohan Reddy came up with Navaratnalu schemes, designed to benefit all segments of society through a model of governance synonymous with the rule of the Dr YS Rajasekhara Reddy. “YSR Rythu Bharosa” envisioned by YS Jagan aims at uplifting the lives of poor farmers and offering government support to the tiller who toils tirelessly.

The N Chandrababu Naidu’s government failed miserably in helping the farmers in AP. At the time of the 2014 elections, Chandrababu assured people of the state that Rs.87,612 crore farm loans will be waived but after coming to power, forgot all about his promise. As a result, the farmers are left as defaulters now. Other areas in which the government failed are in giving input subsidies, crop insurance, diverting crop insurance funds elsewhere, among other things.

During the TDP rule, no matter what the crop, the middlemen made money, not the farmers, it has been seen. As per rules loans less than Rs 1,00,000 are exempted from interest if paid in the given time. The government is bound to give Rs 1,00,000 to Rs 3,00,000 loans to the farmers at 25 paise interest. But since the TDP government came to power the subsidies were not paid to banks, which in turn have stopped giving farm loans at low rate of interest.

Chandrababu's Assurances

- All the farm loans will be waived, (Fact: only partial waivers were done leaving farmers in debts).

- 9 hours of free power supply (has come down to 7 hours, supplied in two shifts)

-Rs.5,000 crore fund for price stabilization. Fact: Non-starter

-Farmer insurance - Fact: Non-starter

-Good quality seeds at low prices, market prices to be cheaper than government. . Fact: Non-starter

-Food park in each district and agro processing center in Mandal. . Fact: Non-starter

-Crop insurance. Fact: Non-starter

-Repairs to faulty transformers in 24 hours Fact: Done well over 48 hours.

-Minimum Support Price according to Swaminathan Committee. . Fact: Non-starter

-Special law on seeds and subsidy on BT cotton seed. . Fact: Non-starter

Identity cards for lease farmers, to help them in loans. However only 6,00,00 farmers out of 16,05,000 lakhs got benefited under it . Half of them were sanctioned by the previous government.

-Rs.500 crore fund for fertilizer subsidy. . Fact: Non-starter

YS Jagan “YSR Rythu Bharosa”

-Every farmer family gets Rs 50,000 as help fund. From second year Rs 12,500 will be given in the month of May for four years.

-9 hours of free power supply during the day.

-Loans to every farmer at zero rate of interest, low rate of interest.

-Free bore wells digging for farmers.

-Rs 3000 crore as fund for prices stabilizing fund. Minimum Support prices to be announced before the crop season.

-Rs. 4,000 crore natural disaster fund (shared between state and Union )

-Completion of all pending irrigation projects

-Re-opening of milk dairies and subsidy of Rs 4 per liter for milk contributor.

-Rs 5,00,000 to a farmers’ family upon death of the ryot.

-Road tax exemption for farmers’ tractors

-Aqua farmers to get a subsidy of Rs 1.50 per unit on power

-Farmers will be benefited cumulatively from Rs 12,500 to Rs 1,00,000 every year.
