Tadepalli, Sept 23: Former Finance Minister Buggana Rajendranath criticised the Government for giving misleading information in the Andhra Pradesh Legislative Assembly regarding borrowings in the financial year 2025-26.
In a statement released to the media, he pointed out that in response to Starred Question No. 973 in the ongoing Session IV, the Government stated that the total receipts on account of debt were 44,364.06 crores, with payments of 9,058.25 crores, resulting in a net borrowing of 35,305.81 crores.
He observed that this claim was in direct contradiction to the figures published by the Comptroller and Auditor General (CAG) of India, which is a constitutional authority. As per the CAG’s monthly key indicators, the State’s revenue receipts up to August 31, 2025 were 61,578.44 crores, and the recovery of loans and advances was 31.25 crores. Hence, the total receipts other than borrowings during this period stood at 61,609.50 crores.
He noted that during the same period, the State’s expenditure amounted to 1,16,626.53 crores. The CAG clearly recorded that 55,901.43 crores of this expenditure was funded through borrowings and other liabilities, which included 29,224.84 crores of net public debt and 26,676.33 crores of net public account liabilities.
He stated that despite these facts, the Government attempted to mislead the House and the people by claiming that the borrowings were only 35,305.81 crores. He expressed that this was a deliberate attempt to hide the truth.
He further commented that the Government had lowered the credibility of the Assembly by providing false information and had cheated the people of the State. He stressed that when a constitutional body like the CAG had presented the real figures, it was shameful for the Government to twist facts. He added that this damaged the reputation of the State and eroded the trust of the people in their elected representatives.
