Corporations only on paper!

The AP government seems to be copying the YSRCP proposals at will. Days after YS Jagan announced that he would form caste-wise corporations, Chandrababu Naidu has issued GOs posthaste announcing the formation of ten corporations for the BC castes. 

It is clear that more than benefiting the communities in question, the idea is to be one-up on the YSRCP and lure the voters. Even the officials involved in the process are claiming that Chandrababu Naidu is doing this only for publicity.

Chandrababu released the GOs in great haste after doing nothing for the BCs for four-and-a-half years. Though funds were allocated, they were not spent properly. More importantly, the GOs did not mention anything about the guidelines and allocations, thus making them mere paper tigers. 

These corporations are of no use when no funds are allotted. If this is the case, why so much of hullabaloo about them?
