Roja suspension unfair

Hyderabad, Dec 20: Questioning the
rationale behind suspending Party MLA RK Roja for one year, YSR Congress has
sought the Speaker to uphold the dignity of the Chair by revoking the order as
no member can be suspended beyond the period of the ongoing session.

 ‘The Rule Book categorically states that
if a member obstructs the proceedings or disturbs the Chair, the member can be
suspended for reminder of the session while the Speaker has suspended RK Roja
for one year and Legislative Affairs Minister speaking in a tone and tenor of
dictatorial accent is highly objectionable,’ party spokesperson Tammineni
Sitaram told media here on Sunday.

 The Speaker and the Legislative Minister
apparently wanted to please the Chief Minister and reflect his anger on the
member by taking this step which is against the parliamentary practice and the
established conventions. ‘MLA RK Roja had never abused the Chair and acronyms
are widely in use and the Call Money has been referred to as CaMa or CM and why
the Chair had to take such drastic action for using a word which is in vogue is
beyond comprehension.

 Assembly records show that Chandrababu
Naidu had abused the Chair on many occasions and used the word Rowdy and other
such words on earlier occasions. Roja had never uttered a word against the
Chair and after Chief Minister venting his anger the decision of suspension
beyond the definition of the Rule Book is not in the best practices of the
Parliamentary proceedings,’ he said.

 Even when there were occasions when a
member had abused the Chair, the matter was referred to the Ethics Committee
and only based on those recommendations did action was taken by the Speaker in
the case of Karanam Balaram.

 The issue was blown out of proportion as
the Government was not prepared for a discussion on the Call Money cum sex
racket as many of the ruling party leaders are involved in it.

 

A discussion cannot be taken up after a
statement is given is a known practice. After the opposition has given a notice
for discussion government coming up with a statement is ridiculous and the good
practices should be followed in conducting the house proceedings he said and
urged the Speaker to revoke the decision to upkeep parliamentary practices.
