It is now clear that the government has shrewdly
announced full fee reimbursement to all those students ranked below ten
thousand in Eamcet with a view to avoid providing such facility to majority
students.
The government’s decision to link full reimbursement to
the 10,000 rank holders will rob thousands of BC and EBC students of the
opportunity to pursue the engineering and other professional courses.
Especially, Eamcet rankers above 10,000 would not be able to pursue their
academic career in the prestigious colleges.
A clear analysis of the data regarding the Eamcet
rankers’ admissions into the engineering courses shows that only around five
hundred students would benefit from the decision of the government.
The Government will incur a meager Rs.10 Cr towards full
fee reimbursement for the students getting ranks below 10,000.
The pattern of admissions into the engineering colleges
in the past indicates that rankers placed between 10,000 and 50,000 also joined
some prestigious colleges with the government reimbursing the full fee. This
opportunity would not be there now.
While there are 5900 seats in all Government engineering
colleges in the state, only 5553 students out of the first 10,000 rank holders
have registered for admission into these colleges. Assuming that at least 4000
of them would take admission in these colleges, the rest of the students are
likely to join the other colleges including the prestigious 85 colleges.
Out of this bunch of students, only 30 per cent of them
are likely to get benefited with full fee reimbursement after excluding the SC
and ST students. The number equals to around 500 and the full fee reimbursement
for all of them would amount to only Rs.3 Cr.
The financial burden for the Government in case of full
fee reimbursement for those 4000 students joining the Government colleges would
be around Rs. 6.5 Cr. This means the total burden on the Government’s exchequer
is only around Rs.10 Cr under the segment of full fee reimbursement.
Past patterns of engineering admissions show the majority
rankers between 10,000 and 50,000, especially below 30,000, constituted of
students of BC, EBC, minorities and physically handicapped sections.
All of them will lose the full fee reimbursment
opportunity now because of the Governent's decision.
