Srikakulam, Dec 13: Former Minister Dharmana Prasada Rao launched a scathing attack on Chief Minister N. Chandrababu Naidu, stating that throughout his political career he has not implemented a single meaningful land reform benefiting the poor. Addressing the media in Srikakulam district, Dharmana said that even after 18 months in power, the present government has not purchased even one acre of land for the poor, and instead follows a policy of taking away land from the poor and facilitating benefits for the wealthy. He remarked that the fact that the Chief Minister took one-and-a-half years merely to conduct a review of the Revenue Department itself reflects the government’s lack of commitment towards the poor.
Dharmana asserted that after 1977, it was only under the Y.S. Jagan Mohan Reddy government that farmers and the poor truly benefited from land and revenue reforms. He recalled that in 2020, the YSRCP government introduced landmark land reforms that provided permanent solutions to long-pending issues related to village sites, dotted lands, orphan lands, and revenue disputes. Through the comprehensive land survey initiated with modern technology, surveys were completed in nearly 10,000 revenue villages, and land pattas were distributed to around 30 lakh beneficiaries, after purchasing land worth nearly ₹12,000 crore for the poor.
He accused the TDP of spreading falsehoods on the land survey to secure votes and then completely stalling the programme after coming to power. For the last 18 months, he said, the land survey has been halted and not a single pattadar passbook has been issued. Dharmana pointed out that while the Y.S. Jagan government delivered services at people’s doorsteps through village and ward secretariats, the present government has systematically weakened these institutions, turning MRO and Sub-Registrar offices into centres of unchecked exploitation under the control of ruling party MLAs.
Tracing the history of land reforms, Dharmana explained that from the abolition of zamindari and inam systems to the enactment of the Prohibition of Transfer (POT) Act in 1977, successive governments aimed to protect landless and poor farmers. However, no significant reform addressing the realities of poor landholders was undertaken until Y.S. Jagan assumed office in 2019. He said the YSRCP government resolved century-old problems by granting ownership rights to cultivators of dotted, assigned, and long-occupied lands, enabling them to access bank credit, invest, and improve livelihoods. He questioned why the present government has objected to these reforms and kept them in abeyance.
Dharmana further alleged that the Chandrababu Naidu government’s real policy is to grab land from common people, consolidate it under government control, and later enhance market value for the benefit of select wealthy interests. He challenged the Chief Minister to name even one reform introduced in the last 18 months that benefited poor farmers or landless families. Highlighting the deterioration of governance, he said revenue offices are functioning at the behest of MLAs, corruption is rampant, illegal sand mining is unchecked, and development works across districts, including Srikakulam, have come to a standstill.
Concluding, Dharmana stated that while the YSRCP government distributed land and house-site pattas to lakhs of poor families and strengthened grassroots governance, the present regime has only dismantled institutions, stalled reforms, and betrayed farmers and the poor through false propaganda. He asserted that people are now witnessing the reality and will decisively reject such anti-poor governance whenever elections are held.
