The brutal rape of the nine-year old is a heinous act which no civil society would accept and during the past one month this is the six incident of sexual assault on a minor in the district which shows how the governance has failed to protect the women and innocent minors.
There were some 25 incidents during the past one month in the state which gives a measure of the law and order in the state, he said adding that as there was no proper and timely action on part of the government there has been a recurrence of such incidents.
