Chandrababu lacks moral values to address IAS trainees

Speaking to reporters here on Monday party MP, V Varaprasad Rao said, ' Chandrababu Naidu going to the Academy to address the probationary officers looks ridiculous as he has been showing scant respect to IAS officers back home with the Janmabhoomi Committee superseding the powers of Collectors and other officials.

The District Collectors do not have any say as all the welfare schemes and many decisions are taken by the Janmabhoomi Committees comprising TDP cadre and leaders and even the Collectors are not in a position to grant a single pension, house or ration card.'

Varaprasad Rao, the former IAS officer who worked with Tamil Nadu Chief Ministers J Jayalalithaa and M Karunanidhi said that Chandrababu Naidu has no moral right to preach when he is practicing a different tune in his home state depriving IAS officers of their rights and posting party cadre ahead of them in administrative matters.

By no stretch of imagination can he justify the overriding powers of Janmabhoomi Committee members without giving due importance and respect to the IAS officers in the state. The Chief Minister's Office (CMO) has become an extra-constitutional entity and Secretaries and even Chief Secretary have no say in many major issues including the power purchase agreement. The recent issue of purchase of wind-power at a higher rate despite the officialdom negating it has caused a loss of Rs 1,000 cores, he said.

The Collector's Office has also been misused by Chandrababu Naidu government as in the case of accident at Nandigama. What our leader YS Jagan Mohan Reddy had asked for was the medical report and the ruling party telling that it was with the Collector has no proper logic as the accident report should be with the medical authorities and need not with the Collector unless the state is trying to shield the Travel Agency in case it is established that the driver was drunk while driving in which case, the ex-gratia amount would go up, he said.

The blatant deviation was seen during Nellore  ZP Chairman polls where a ruling Party MLA had snatched the mike from the hands of Returning Officer and District Collector and the issue was buried by the state without taking any action against the TDP legislator, he said.

Though 29 persons have died in the stampede during Godavari Pushkarams, the inquiry report and the Somayajulu Committee report were not made public which shows the concern of Chandrababu Naidu, who is poised to address the would-be IAS Officers.

Even in land pooling, Chandrababu Naidu had brought in Swiss Challenge method, which drew a flak and was dubbed as faulty by many, to benefit his favoured few and the state administration was used to vindictive political means against the farmers who were not willing to give their land away, he said. Corruption has become rampant and people are thrust on IAS officers in the name of Consultants.

The cash for vote case for an innocuous MLC seat is a glaring example of the mindset of Chandrababu Naidu and even the Central sponsored Rural Employment Guarantee scheme is not carried out for the mandatory period which shows the priorities of the state, he said adding that the tall talk of growth rate would have no reflection on standard of living of poor families.

'With such a track record, I wonder what Chandrababu Naidu is going to preach at the Academy as the IAS are trained to work beyond party lines which is precisely not the case in Andhra Pradesh,' he said.
